Jeff Bray – President
Jeff Bray brings over 25 years of government experience to Capital Public Affairs.
Jeff started his career in public service with the Ministry of Human Resources. Assuming ever more senior management roles, Jeff moved to Victoria to work as a senior policy analyst. In this role Jeff was responsible for the development of policy, preparing briefing notes for Ministers, preparing Cabinet and Treasury Board submissions, drafting instructions for Legislative Counsel and the training of field staff.
In 2001 Jeff was elected the MLA for Victoria-Beacon Hill. As MLA, Jeff was Chair of The Select Standing Committee for the Citizen’s Assembly, Member of the Select Standing Committee for Finance, Member of the Select Standing Committee Health, and appeared weekly on CFAX’s political panel “Capital Gang”.
Following the 2005 election, Jeff became the Executive Director of the Government Caucus. There, he motivated and mentored over 30 government caucus staff, including Caucus Communications, Caucus Research and Legislative Assistants. Jeff was responsible for managing the overall operations of the government caucus. This included overseeing the support of elected MLAs, managing the caucus budget, planning all caucus meetings and retreats and hiring and training new caucus staff.
For 8 years Jeff Bray was the Manager of Government and Regulatory Affairs for Shaw Communications in BC. He helped establish and grow Shaw’s relationships with municipalities and the provincial government in British Columbia. Handled issues related to municipal bylaws, provincial legislation through a thorough understanding of public policy and relationship building. Jeff marinated relationships with over 100 Mayors and Councils in BC.
